Last year was endowed with major and significant events in the industry. The gradual implementation of Russia’s most important investment projects included: the completion of the first construction phase of Irganaiskaya hydroelectric power station; commissioning of Russia’s South largest sewage collector located at Rostov-on-Don; opening of the drawbridge across the navigation pass of the flood preventing installations complex in Saint Petersburg.

The implementation result of 2006 of the federal target program “Housing” planned for 2002-2010 – the principal tool of the National Project “Available and Comfortable Housing – to the Russian People” – was the achievement of 49 million square meters of residential space.

Executive bodies of the Russian Federation regions and municipal organizations have set more focus on the integrated development of housing territories. Thus, out of 169 towns with the population over 100,000, 25 towns have adopted the new general town-planning schemes, while in 69 of them such schemes are under ratification and in 60 towns they are under development. Some Russian regions (Sverdlovskaya Oblast, Moscow region, Republic of Chuvashia, Stavropolsky Krai, Bryanskaya Oblast) have elaborated projects on the integrated development of the housing territories intending to build the large micro districts equal to medium-scale cities of Russia.

The volumes of residential mortgage lending refinanced by the Residential Mortgage Lending Agency (RMLA) over nine months in 2006 are 16 billion rubles.

Currently RMLA is refinancing credits obtained for 1 to 30 years with 11-14% interest rate per annum.

The mortgage market expansion is coupled with the increase of lending companies implementing mortgage programs. While only 395 banks were engaged in lending early this year, currently this figure has increased up to 450 with the total 662 banks providing consumer mortgage lending.

Various activities to improve the housing and communal complex have been realized. 62 Russian regions were subsidized in 2006 under the subprogram “Improvement of the public utility infrastructure” for 174 institutions, 76 utilities were commissioned this year and 98 are planned for 2007 which would increase the performance reliability of the communal projects.

31 regions of Russia have realized their evacuation plans for 7,000 people who lived in slum and damaged dwellings.

The incremental number of young families obtains a housing subsidy to buy a flat under the subprogram “Housing to Young Families”. These subsidies are initiated to pay the initial installment for the residential mortgage lending or housing loans or individual housing loans. 22,000 young families could improve their housing conditions in 2006.

The subprogram of the government housing liability to the categories of people determined by the federal legislation is of crucial importance. These categories include servicemen to be retired, dischargees, liquidators of radiation accidents and catastrophes, refugees, migrants from the North and people subject to removal from the “Baikonur” complex.

Practice indicated that the most effective form of fulfilling the government housing obligations to certain categories of people under the federal budget is the government mortgage investment using the mechanism of the state housing certificates. In 2006 the amount of financing under the subprogram was 17.8 billion rubles that helped to grant 21.18 thousand state housing certificates from the federal aid for the provision people with living premises to meet the government engagements. In the coming year it is necessary to implement the voluminous building and communal programs. It is expected to grant 24.8 thousands of state housing certificates. And the main focus will be set on the construction of over 55 million square meters of residential space.  Press Service Information
