Commission Moscow City Duma (MHD), legislation to support a new bill to expand the rights of the state construction supervision. The Committee discussed and endorsed the draft resolution of the MHD «A draft federal law« About modification of article 4.5 and 9.4 of the Code of Administrative Violations Russia », made by the mayor of Moscow.
As the representative of the state construction supervision of Moscow, Vyacheslav Ermolaev, in the Administrative Code Russia is invited to make 2 changes. First, given the right to public construction supervision to carry out a fire, sanitation and epidemiological surveillance, and environmental control.
The second change relates to an increase of limitation of bringing to administrative responsibility for violations of the law on urban development activities. Today, this period is 2 months. Practice shows that in the settlement of affairs in the government building supervision or in arbitration proceedings before the court is often delayed for various reasons (due to failures of the offender, the need to conduct additional surveys and examinations, and so forth), resulting in the expiration of the term of limitation to bring the perpetrators to administrative responsibility.
